Families with kids. They need bedrooms, a yard, quiet street if possible. Where? Best place is near schools and parks. We raised 4 kids and school was 2 blks south and the park 1 blk north. No carpooling. Not fancy but mom could stay home with the kids. The best location is where it works for the family living in it. In Calif. people spent years moving up and building their fortune, but never created a home. For resale, it sould be in a place where the most buyers will want to be over a long period of time. Again Parks and schools are good indicators.
